Esteemed Litigator Timothy Noon Joins Higgs Fletcher & Mack

Firm Strengthens Litigation, Immigration, Labor and Bankruptcy Practices with 4 New Attorneys; Welcomes New Risk Manager

Higgs Fletcher & Mack is proud to welcome its newest Partner, veteran litigator Timothy Noon, effective January 2. The firm has also recently welcomed attorneys Haley Dumas, Meredith King, and Miles Roeder, strengthening its business litigation, employment law and bankruptcy practice areas. The firm has hired attorney Ross Viselman as its new Risk Manager.

Noon is an experienced trial lawyer with a significant civil litigation practice focused on legal and accountancy professional liability, architect, engineer, construction and business and commercial litigation. He has defended a diverse client base including regional and national corporations, owners, law firms, architects, engineers, developers, contractors, subcontractors, and private individuals.

“Timothy Noon is a highly respected trial attorney, well known for his aggressive, analytical, and detailed approach,” said Steven Cologne, Managing Partner of Higgs Fletcher & Mack. “He will be a great addition to our litigation practice and a big asset to the Firm.”

Noon has also prosecuted and defended collections actions with Mechanic’s Liens, Stop Notices, bond claims, contract disputes, foreclosure actions, Miller Act claims, surety claims, quantum meruit actions and related claims. In addition to litigation, Noon consults with construction clients on contract issues, insurance coverage, and on-site problems as they develop to avoid litigation. He previously served as the Chairperson of the Professional Services Committee of the local chapter of the Associated General Contractors.

Haley Dumas, who also recently joined the Firm, is a part of the Employment Law and Business Litigation practice groups. Her experience includes representing clients in insurance coverage actions in both state and federal court. During law school, Dumas was an intern at Higgs Fletcher & Mack, in addition to interning at the United States Attorney’s Office and the Chula Vista City Attorney’s Office.

Meredith King is a commercial litigation and bankruptcy attorney. Her experience includes representing individual business owners, corporate clients, and fiduciaries in complex financial litigation in federal, state, and bankruptcy courts. Earlier in her career, King served as a clerk for the Honorable Margaret M. Mann, Chief Judge for the United States District Court, Southern District of California. In that role, King assisted in adjudicating trials on issues of breach of contract, fraud, breach of fiduciary duty, real property and business valuations, fraudulent transfers, dischargeability, land use, usury, and quiet title issues.

Immigration attorney Miles Roeder garnered significant experience by practicing at both boutique and large international law firms over the last fifteen years. In his practice, Roeder primarily represents clients in securing nonimmigrant visas, including H-1B, L-1, E-3 and TN for foreign national employees, and in all aspects of the permanent residence and other processes, including PERM applications, I-140 immigrant visa petitions, adjustment of status, reentry permits, and naturalization.

Ross Viselman will serve as Higgs Fletcher & Mack’s Risk Manager. He most recently served as a Senior Trial Counsel with the State Bar of California, where he prosecuted and sought discipline against attorneys for ethical violations. He was also an Appointee for the Governor of California to work with the Bureau of Security and Investigative Services, an arm of the State’s Department of Consumer Affairs. Prior to working with the State Bar, Viselman worked in-house as Senior Counsel for the Los Angeles Dodgers. He earned his Juris Doctor degree from Harvard Law School and his undergraduate degree from Brandeis University.
